Inspection before ever receiving disclosure forms?

I'm not sure if this is the right subreddit, but if it's not, feel free to redirect me. My Parents just got in contract on a newer home (built 2013) in the state of Florida and hasn't been lived in for two years. Inspection was just done today and turns out there's over 30k worth of damages. After finding this out, my parents went to look at the disclosure form to find out they never received one with their contract. Where do they stand with the $500 inspection fee, the contract on the house, etc? Hoping to find more information. Thanks!
