If we buy land to build house in a great school district, do we automatically secure a position?

We have a 2 year old and have been thinking about moving to a better school district within Southern California. One of the things we're pondering about is to actually find a piece of land and build a custom house by taking a construction loan. I know it is a lot of work and is arguable if it is worth it. One of the biggest reasons we're doing this move is for the school district. Does simply building a house in such a district and moving in there assure admissions into these public schools? Any good resources to check of such things?
