HOA Rule Changes & Agreements

Does anyone have experience with HOAs retroactively changing/updating rules and meeting minutes?

I'm experiencing this due to parking rules and outdoor plants. I wouldn't have a complaint if it was in the rules, but I just see vague discussion of the issues not an approved rule change. Recently some 2016 minutes we're amended outlining the "rules" I broke.

Additionally I'm being asked to sign that by living here I agree to all rules outlined by the HOA and any fees/assessments. This was supposedly meant to be done at closing, but now the board is asking for it. My thought is the lawyer messing up closing is not my concern, and with past minutes and rules being changed I'm leary to agreeing to anything and everything.

Any thoughts?
