[CA] Pre-approval for new community required from specific lender

Is it normal for a new community to require pre-approval from their specific lender? I've seen this in a few new communities now. After the pre-approval, then you are able to choose your home site and put a deposit down. After the home site is reserved, is it acceptable for one to go with a different lender?
