Value of Historic Property in South Texas

Hello! My husband and I are looking to buy our first home. There's a beautiful brick building built in 1900-1902 that needs a lot of work. Segmental arches have begun to collapse and the surrounding brickwork is collapsing as a consequence. We very seriously want to restore the building before it is too late. The appraisal value is 16,000 and the current owners purchased the property in 2012 for 21,000. Unfortunately they have not made any repairs on the structure as far as we can tell. They are asking for 100,000. It seems as though they have made a living off of flipping properties and have no interest in the historic value of the building. Any suggestions for how to get them to sell for closer to appraisal value?
