Why can’t a company operate in all local markets in the United States

Sorry if this seems like a dumb question.

Why can Opendoor sell real estate in a city like Austin or Atlanta but not in Cleveland or Indianapolis?

Is it because different states have different rules about how real estate must be bought and sold?

I just assumed that a company, especially a tech one like Opendoor, can operate freely in whichever market they choose once they incorporate.
